WI Louis XVIII apprehended in March 1815?

Louis XVI notably failed to escape in October 1789 and in June 1791.
In March 1815, Louis XVIII ordered arrest of Napoleon I. Fruitlessly. Army units and officers who had been ordered to do so, and actually personally promised to do so, defected to Napoleon instead.
How come Louis XVIII was able to leave France? Why did the Frenchmen around him not take the initiative to apprehend him, as they had at Varennes?

Louis XVIII probably left France too quickly to be apprehended like Louis XVI at Varennes. If Louis XVIII failed to escape, Louis XVIII would spend the 100 Days in a French jail instead of exile in Belgium and everything would return to otl after the 100 Days and Napoleon's final defeat in that event.
