I think the Free French Empire will undergo a Yugoslavia-style collapse in the future. As you said, Napoleon is the only person keeping it together and while he did reform it to make things better for the Africans, the fundamental issues still remain under the surface and could easily resurface in the future. Local nationalism is hard to stamp out, especially when you are still clearly a colonial settler state, even if a soft one.The medieval scholar Michael McCormick named 536 as "the worst year to be alive". I would say this global collapse will beat that.
Basically a return to the old norm. Only this time the powers are more cruel and fanatical. Interestingly, Africa could probably be the reason for the next big dispute between the "allies". Germany does not have the projection power to really protect South Africa (but it does for North Africa), which demands a proactive South Africa. The Congo is unstable, and the only thing that kept the Free French empire in Africa functional was Napoleon. The population of the Maghreb is either dead or has fled to the south (which is not good for French stability). Ethiopia will soon begin to have local genocides committed by Italians. the rest of the Arab world looks like it's going to catch fire. Angola and Mozambique probably have Brazil nudging the local government towards integralist ideas.

1) You have irritated Smith's supporters in the Right, as well a substantial amount of Catholics.1. Repeal any of this moral crusade bullshit that was promoted by Smith.
2. Keep the vast majority of Longist social programs/reforms, but also try to chip away at the Populist monopoly on power. I'd try and appeal to the Republicans and Democrats as well, lifting some of the more punitive Longist policies
3. Promote a very watered-down version of civil rights (considering the climate, we sadly can't just go full John Brown). I'd keep the BPP as an enemy but gradually pass rights that enfranchise the minorities of America. I'd use patriotic and nationalistic messaging in favor of a unified America regardless of race against all enemies foreign and domestic.
4. Commit to more fighting abroad against America's ideological enemies (fundamentalism, Nazism/Fascism, and Communism). Keep fighting in Mexico against the Synarchists.
5. Although FDR ITTL kicked the bucket, I'd try to establish a Good Neighbor Policy-esque alliance, with the goal being rallying liberal states in the Americas against Integralism.
6. Increased funding for the military and encourage defense research. It seems the U.S. military is in a pitiful state in comparison to OTL. I'd collaborate with Russia and Israel in developing tactics that work against the Nazis and their Pakt proxies.

The Society for the Defense of Liberty are the most hawkish and Nationalistic types of Americans who are a reaction against Longism, they aren't all racists but they consider the matter secondary at best and do back Smith's ruthlessness against the Black Panthers.
And of course there are many proper Nazis in America, this is a world where Hitler won in Europe and they just recently had Hess (who promoted an alliance of Germans and Anglo-Saxons) and Goebbels (a masterful propagandist) as leaders. There would be many Americans who at least sympathize with Nazism and see Liberalism, Integralism or Chinese Communism as a bigger threat.
