Roosevelt sends aid to Republican Spain

In retrospect he wished that he had helped them win the Civil War. What if, in a controversial move, before the Neutrality Act of 1936 is passed, President Roosevelt decides that the act does not apply to conflict within a nation, only between two nations. Thus, he is able to supply Republican Spain.

How much supply could he get them? What chance do they have of winning? What is the result?
 
Not sure about how much it would have helped the Spaniards, but so early into things I can easily see a big American backlash against Roosevelt. First, to most Americans, getting involved in a civil war that has involvement from major European powers is likely as bad as getting involved in a multinational war. Secondly, the significant communist, socialist, syndicalist factions within the Republican side would likely soil Roosevelt's reputation, if not the Democrats as a whole. Providing military aid to a 'communist aligned' nation would likely provide a big boost to conservative isolationists in the 1936 Congressional elections (assuming he does this before November).
