b/c you wrote "parliamentarism is discredited": How? In OTL it didn't even matter that the Brits killed Charles II, the French had Robespierre's dictatorship and so on. Heck, even Hitler was elected democratically (though he was chancellor at that time and rigged the election a bit).

When having a look at the current political leadership in Germany, their incompetence and their lust for personal wealth, I doubt that we would be doing worse under the Hohenzollerns
Well, your restriction does make things signifigantly harder, as by 1914, the supremacy of parliamentary systems was well-established. Maybe the Central Powers are able to pull off a decisive victory in WWI, leaving the crumbling and bankrupt nations of France in Britain in disarray and highly cynical of the ability of their governments to do anything to fix the mess.
