If Japan remained a democracy and never joined the Axis, would manga/anime exist in its modern form?

As the title said, would anime/manga be very different without an imperialist, Axis Japan being defeated and occupied by the Americans? I would assume that some similarities would exist, as American comic books would inevitably come to Japan, but not in the same way that it did in our timeline
 
Manga existed in Japan before the Meiji Restoration in some form or another so its modern iteration will likely take shape, esp. in an open society. Anime is simply animated films/cartoons drawn with Japanese industry sensibilities, considering it existed prior to WWI I'd say yes.
 
Modern Manga and anime was inspired by Donald Duck comics. To avert this you need to prevent the birth of Carl Barks.

Mickey Mouse wouldn't lose his personality to Donald for one. Disney comics would probably still exist (It was a cash in originally). Carl Barks would continue making porn.

No, because during the occupation of Japan American soldiers gave Japanese kids Donald Duck comics. Those kids became future animators and Manga artists. Even then Tezuka was ready a Donald Duck fan. By the way without Donald Duck you wouldn't have Star Wars or Indiana Jones either.

That’s a larger change? I don’t really know about the impact of Godzilla, on the part of me not seeing any movies with him.

Well if you allow that others are correct that manga would still be a thing, then yes, and Godzilla has achieved a certain cultural fame beyond Japan.

Given that Tsuburaya was first inspired to make giant monster films when he watched 1933's King Kong, it's not inconceivable for Godzilla and perhaps even Ultraman to still exist in some shape or form.
