The result of invading Switzerland in WWII is said to be 'All my men would fire five shots, and go home,' but that's a prediction, not what's certain to happen. For this sort of timeline, that invasion might happen, and it would certainly make the war bloodier.
It might hurt his chances in this timeline, but then again, he might not choose to run... or he might have been killed in the riots. That's absolutely possible unless the author says otherwise.
Well, the launch systems will still benefit a lot from being further south (closer to the equator, and with the open ocean east of the launch site), though South Florida at this time might already be less culturally 'southern' than Alabama.
