    The entirety of Siberia would probably be a stretch, but more modest gains, say the entire North Pacific coast line might be considered out of sight/out of mind for Europe. They're likely to split it with the western portion under Japan's control, while the east would remain American controlled.

    It depends. Japan still has an isolationist streak. They might just build the factories in the PH where the raw natural resources are already located.

    The Japanese of the era weren't yet the militaristic assholes of the 1920's. Aguianaldo at this time was actually considering appealing to the Japanese for support. If the Japanese buy the PH, then the chances are good they'll give Aguinaldo autonomy as long as resources to fuel their own...
